The period of self-management economy and planned economy resulted in a strictly regulated labor market where the generally accepted market laws did not apply. In such a development environment, there were no prerequisites for the development of a market-oriented and contemporary concept of a basic supply and demand relationship. With the first steps in the transition process, the Republic of Serbia has faced the challenges of creating a labor market based on modern market concepts, that is, the supply and demand that are conditioned by overall market relations, that is, an economy that directly creates the demand for labor, through its invisible mechanism educational profiles for which there will be a market need. The main aim of the paper is to point to the measures of active employment policies, as well as the role of the state and the need to link the labor market and the education system, and emphasize the importance of creating an educational system in the labor market function. The production of scientific research will be realized using the method of abstraction, induction and deduction as well as the analysis of available literature in the direction of carrying out and compiling new scientific findings. The paper will analyze the basic concepts related to the functioning of the labor market, the relationship between the labor market and the education system, and the creation of a national action plan for employment at the level of the Republic of Serbia, as well as the role of local Employment Councils in creating labor supply and demand for labor.
