Abstract

Universal postal service is a set of postal services that are constantly performed on the territory of the Republic of Serbia, under equal conditions for all users within the prescribed quality and at affordable prices. These include the services of reception, transfer and delivery of postal and registered mailings up to 2kg; receive transfer and delivery of packages up to 10kg; transmission and delivery of traditional and electronic referrals; receipt, transmission and delivery of the secogram up to 7kg. The universal postal service provider, in our country, JP "Post of Serbia", as a compensation for the performance of the Universal Service, provides the possibility of providing the Service of Reserved Service, which includes the receipt, transfer and delivery of postal items to a certain amount of grammar, orders in the classical and electronic form, as and court letters.

According to the research of postal flows, using statistical and comparative methods, it becomes known that the Reserved Service Service assigned to an operator performing the Universal Postal Service is no longer able to replace the loss that is made when providing those services. In some countries (Croatia), the state compensates for the loss incurred. It allocates funds from the budget to the operator who performed the Universal Postal Service. In some countries, the universal postal service is awarded by a public tender.

The data obtained through the method of analysis of the operations of postal and telecommunication operators, tell us that trends in the trends of certain services are constantly declining. In postal streams, packet and postexpress services are on the rise, while in telecommunication activities the Internet service is the one that records growth. In order to continue to provide universal service, one of the possibilities of overcoming current trends could be the joint presence of the state, telecommunications operator, post office and payment institutions, which could form a new universal service, the Universal Universal Service. In this way, the Universal Service form would remain in the function, with the establishment of a multidisciplinary package of services. It would allow complete coverage of the entire territory by internet, each household, which is now defined by the PAK (postal address code), would receive an electronic code, with the possibility of electronic payment.

This kind of association of companies enables the development of rural areas, increases the internet trade, thus telecommunication, payment and postal services. The criterion of the current Universal Postal Service is met, with the increase in the number of potential users of commercial services available to all users. As far as technology progresses, in the form of electronic communication, digitization, the fact is that the flow of goods will always have to be done in physical form and that the delivery to the home address will be present.
